If they have already invested a large sum of money, then $2000 is not much to give them hope. They have to work within the system or they will get cited and shut down. Even if the planning commission turns them down, the commission can be overidden by the Supervisors.
The article says it is adjacent to BLM Chappie-Shasta OHV Park. If that is true, as a last resort, they might be able to enter a long term agreement with BLM to include their property into an extension with Chappie_Shasta Park, and get BLM to make them a concessionaire for $1 a year to operate their own property. If it is a part of Chappie-Shasta OHV Park, they might be able to get OHV funds through BLM to make improvements such as restrooms, paved parking, etc. Private persons cannot get OHV funds, but Chappie-Shasta already gets OHV funds.
I know working with government is tough, but it might work out. Would take some time to work through the BLM thing, but might keep the County from shutting them down while it is in process. Get big brother working against the other big brother.
