As far as why hasent Scott re-opened.
#1 He needs to get permits, insurance, employes and the equiptment to operate 2 tracks at the same time.
#2. Parts of the track are under water. The river has not flooded the area but there are several ponds that need to dry ore be pumped before any track prep is to be done.
#3. I was at the city council meeting in support for Charlie when Scott was given control of Riverfront. I was not the onle one on this forum present. If you all remember one of the council members before the vote was taken made a motion to create a exploritory comitie to prevent Riverfront from having a OHV park under any managment due to complaints from West Marysville residents. I am sure that Scott wants to open A.S.A.P. but he could be slowed by this comite. Even if this is not slowing him down now this is a threat to Riverfront no matter who is the operator. The city council could shut this down now or at a latter date if they choose too.

I have pondered this thought for a while...How come Charlie did not bid more on the initial bid? Charlie has an incredible following and based on rough guesstimates, Riverfront has generated a solid 6 figure revenue. What am I missing here?

yz450dan...what are your thoughts on this?
