I think intermediates run yellow backgrounds for nationals and big races. I know a lot of guy run offroad races too. In ama District 36 yellow plates mean you race B class

Also, members of OTHG in the novice class run yellow backgrounds (club rule).
You will know if it is an OTHG member if the number is followed by a "B" or an "S". The "B" is a member of the "B"ay Chapter, and an "S" means they are a member of the "S"ierra Chapter.
